" Temporary protection means a procedure of exceptional character to provide, in the event of a mass influx or imminent mass influx of displaced persons from third countries who are unable to return to their country of origin, immediate and temporary protection to such persons, in particular if there is also a risk that the asylum system will be unable to process this influx without adverse effects for its efficient operation, in the interests of the persons concerned and other persons requesting protection."
A country that is not a member of the European Union.
This is a training programme run by the EUAA . Taking over from the European Asylum Curriculum since 2013, it is aimed at harmonising the practices of asylum officials and case workers. It comprises 13 modules which are gradually being translated into different languages (8 are currently available in French). In order to guarantee more effective dissemination of these modules, training leaders from all EU Member States are trained to be able to help their colleagues to acquire practical and theoretical knowledge for examining asylum applications. At Ofpra, new protection officers take one or more of these modules during initial training ("Inclusion", "Interview techniques", "Assessment of evidence" modules) and more experienced officials may also take them as part of continuing professional development ("Information on countries of origin", " Exclusion ", "Interviewing vulnerable individuals" modules, etc.).
Transfer of protection concerns a foreign national who either qualifies as a
refugee
or benefits from
subsidiary protection
under another State, and wishes to move to France while maintaining the benefit of his/her protection. The person in question must particularly have obtained a long-stay visa from the French authorities in his/her
normal country of residence
for Ofpra to be able to approve a transfer of protection.
